Description

The Director of Title Implementation leads the strategic and operational efforts related to the transition of land title under Haida jurisdiction. This role is responsible for overseeing the implementation of agreements recognizing Haida Title, guiding the development of legal and policy frameworks for Haida land governance, and supporting the acquisition and integration of lands into Haida jurisdiction. As a senior leader, the Director works closely with internal departments, governments, and stakeholders to ensure a coordinated and values-based approach to title implementation.
 
DUTIES & RESPONSIBILITIES
  • Oversee the Nation’s efforts to implement the Haida Title Recognition Agreements, including processes for transitioning lands under Haida jurisdiction.
  • Support negotiations on land, marine, and compensation matters as they relate to title implementation.
  • Coordinate with CHN teams to support the acquisition of fee-simple lands and facilitate their successful transition into Haida jurisdiction.
  • Develop and refine operational plans, legal frameworks, and governance models for land title transition and management.
  • Collaborate with legal counsel, technical advisors, and support teams to ensure the integration of land governance across departments.
  • Guide the resolution of third-party interests in alignment with Haida laws, values, and implementation strategies.
  • Provide leadership in the development and implementation of Haida land-related laws, regulations, and policies.
  • Supervise staff to ensure effective delivery of work plans and reporting.
  • Monitor and report on milestones, risks, and progress related to land title implementation.
  • Provide strategic advice to Council and senior leadership on land transition and implementation matters.
  • Ensure that implementation efforts are community-informed and aligned with the Haida vision and sovereignty.
  • Foster a team culture of respect, accountability, and commitment to the Nation’s vision and title principles.
 
QUALIFICATIONS
  • Minimum 7 years of senior leadership experience in land governance, Indigenous title implementation, or intergovernmental relations.
  • Demonstrated experience in managing land transition processes and overseeing multi-stakeholder projects.
  • Strong understanding of land title frameworks, fee-simple acquisition, and Indigenous land governance.
  • Knowledge of the Haida Title Agreements and related legal and political contexts.
  • Proven ability to lead and manage interdisciplinary teams in high-stakes, politically sensitive environments.
  • Experience developing and implementing policies, operational frameworks, and legislative tools.
  • Familiarity with Haida law, governance systems, and community expectations.
  • Strong negotiation, relationship-building, and problem-solving skills.
  • Bachelor’s or Master’s degree in Law, Indigenous Governance, Land Use Planning, or a related field preferred.
  • Experience and education equivalencies will be considered.
 
 
$56.22 – $63.09 per hour based on experience, full-time 35 hours per week. Benefit Package: Dental Care, Extended health care, Vision care, Disability Insurance, Life Insurance, Employee Assistance Program, Pension Plan, Paid time off.
